Update home page to add tagline & add a missing word #11

In the Hero image, update to include the tagline as in Figma: https://www.figma.com/file/8kGe4mvNahU83UEvQSW6GO/Robicheau.ca?node-id=0%3A3

In the section What I Care About, under Affordable Housing, add the missing 'the' (bolded in text): If there is one thing the COVID-19 pandemic has exposed even further, it’s the homelessness crisis we’re facing in Toronto. We need to put into action plans that have been in THE works for years and promised by governments but not implemented.
