Add white NDP logo in header #43

Get the white NDP logo (not the bilingual one) from here https://www.ndp.ca/branding and add under Nicole Robicheau in the header (OR if that results in the tabs being lower.... add the NDP logo to the right of Nicole Robicheau)

Added it kind of inset relative to Nicole's name in the header.
