c8s users can use web-monetized site to register serverless knative services to the c8s API

Fields:

containers (w/ port number)
environment variables
cpu + memory?

This will be a react page (in order to use react-web-monetization / web-monetization-access) served from c8s' hapi server to include the configured host payment pointer in the metatag
