Synchronize location in local db with DOC/FBOP query result #5

Should be integrated into Edit Inmate workflow or maybe something that can be done from search results directly when location info in our db do not match DOC/FBOP query response. Requires either remapping & migrating our current location data to DOC/FBOP naming conventions or other schema / logic changes to allow the values.

How do you want to handle the facility mapping? Like you said, the options are either migrate the current values to use the DOC/FBOP conventions, or add another mapping behind the scenes to map the DOC/FBOP conventions to the BTP conventions.

I'm fine with either -- do you know if there's a list of the FBOP / DOC facilities in their conventions somewhere?

We can also do a thing where we just fuzzy-match the name we get from the FBOP/DOC site against the list of facilities already in the BTP system. Since there aren't that many and they're named pretty distinctly, this would probably work most of the time.
