looks like the downloads are .tar.bz2 files, and not .deb.

The portable version is in .tar.bz2 format https://dl.4kdownload.com/app/4kvideodownloader_4.21.7_amd64.tar.bz2

The installer for Ubuntu is in .deb format https://dl.4kdownload.com/app/4kvideodownloader_4.21.7-1_amd64.deb

Oh my! yes, I must be blind! I didn't see the first big blue download button, I think the "dropdown" arrow thingy distracted me, and only saw the portable one!
