It seems that this issue does not fit in the "Packages that install directly from the official Debian or Ubuntu apt archives will not be accepted." rule. HTTPie is packaged in Ubuntu https://packages.ubuntu.com/search?keywords=httpie and debian https://packages.debian.org/search?keywords=httpie
