Adding Support for UCR

I would also add UDDER (DDE Remix) but I don't know how this will go since we are adding external PPA's.

Because of external PPA's and possibly adding support for Backports and other External PPA's, a new parameter is made "EXTERNAL_PPAS"

Thanks for contributing, but I only plan to support the official Ubuntu flavours at this time.
