Technicalities aside, You should check on your cooling solution if the processor overheats to that extent.
But the CPU heats up ONLY on Instagram and only in Supermium.
I don't see any technicality here, he didn't even check Task Manager to see the CPU usage. If he did, the title would be
"High CPU Usage on Instagram Videos".
I don't have an account so we'll need to wait someone with account to test it.
Also what do you mean by "SP2"? Windows 7 never had a SP2.
I think the videos do not stop playing even when the tabs are switched, thus may cause high CPU usage. But anyway, CPU shouldn't be used if there's a graphics card supported by Supermium since it will take care of video playback. What's written on the address:
chrome://gpu
?
Its Win7 Polish version: I see "SP2" in system info and Chrome says: Windows NT 6.1.7643 SP2
This edition of Windows seems to be an unofficial version. An official edition recommended since we don't know what's been changed in these versions. GPU seems to be working well with the browser, providing GPU acceleration for most formats except VP8/9. I suppose either Instagram uses a codec which can't be accelerated by GPU or some script causes high CPU usage by getting stuck. This issue requires attention by people with more knowledge.
Off-topic: To force Youtube to get an accelerated format, one can install enhanced-h264ify and tick "Block VP8" and "Block VP9" options.
If your system is overheating, that is a hardware configuration problem. Your system should never overheat and shutdown even under a full load. While it is indeed abnormal for video playback to consume that many CPU cycles, the computer should at most throttle and slow down. You may want to consider checking your thermal application and ensure that your cooling solution is up to the task.
As for the CPU usage itself, you can try force-enabling Hardware Acceleration in case Chromium/Supermium has your system blacklisted (often the case with older graphical processors)

I deal with road design in CAD, rendering and visualization. The processor has never overheated like it does on Instagram. Besides, as I wrote, this browser: Firefox does not generate anything incorrect when viewing Instagram videos, even the old, original Chrome 115 did not give any results.
I use Supermium because I don't want to change Windows 7 (I tried it, but I didn't like Win10). So the Supermium browser is the only modern solution for desktop computer. Here and only within it, Instagram has a strange effect on the computer. All other websites work without problems. Other videos on other sites play correctly and do not load your computer.

Have you tried the flag that was previously suggested? Also, what GPU and what display driver version are you using? With any luck, this flag may solve the optimization issue (high CPU). This doesn't explain the possible cooling issues, though.

Please run a stress test. Intel Burn Test, Prime95, and Furmark are good tools to determine system stability. That way we can ascertain whether this is a hardware problem or a software problem. I too have dabbled with CAD, and regularly use my system heavily threaded video encodes. While these tasks are quite demanding, they don't necessarily compare to a stress test. I've made that mistake in the past when overclocking my CPUs, only to find inherent instabilities weeks, at times even months later. If there is a HW acceleration issue here with graphically accelerated content, it may be pushing the system to such a point it is comparable to a stress test. That is a major software flaw that should be addressed in such a case, but it wouldn't; change the fact that your system is not thermally optimal.

We has never know Win7 has SP2, How did you get this SP2 version
I've got Win7 ESU licence.
I've got Win7 ESU licence.
real?seem like win8 beta ver?
Real :) Its not any win8 beta, etc I bought my Windows and then ESU for my own company, because lifetime license of my program type CAD to roads design (yes, I'm road designer) were for Win XP/7 and i cannot use it in Windows 10.

SP2 doesn't exist. He isn't aware of many things.
Issue off topic now. No word from OP whether or not the heating issues with their system have been sorted. Closing issue for now. If issues arise, we can re-open this.
Windows 7 SP2 64bit Pro v. 118 + v. 122 Intel Xeon e3-1275 v3 Another weird bug: Instagram I'm browsing someone's profile. There are many videos on the profile. I open the ones I'm interested in in new tabs in the background, let's say 10 videos, but I'm still browsing through a long list of recordings. Suddenly the CPU starts to heat up and the fan goes crazy. If I do nothing, the temperature will become critical and the computer will turn off. However, I can close open tabs with Instagram videos and the CPU temperature will slowly return to normal. On YouTube, Facebook and other video platforms, the processor temperature does not go crazy. What could be going on here? In version 118 this problem existed, in version 122 it was not eliminated. Interestingly, opening Instagram videos, for example, in the Firefox browser does not cause any strange effects.
