Installing an app without activation does not work #141

If an app is installed via the context menu in the app list of the setup dialog or via bench app install <App-ID> and the app is not activated, nothing happens.

Expected behavior is installing the app and all not deactivated dependencies, regardles of its activation state.

This regression was introduced in fe4e012d39c0c0414bdf5189d5d764090c79e787 to fix #104.
