I add an additional solution for this in 3.62 alpha, you can try it with latest alpha version from curse

The taint seems cannot be fixed currently. Even disable WindTools it also will be tainted by ElvUI.

Disable 'Objective' skin from ElvUI/ElvUI_WindTools, and Objective Tracker module in ElvUI_WindTools will let only Blizzard touch it.
