feat: Set serviceProviderId when uploading metadata #18

Describe the bug When uploading metadata, it requires that the user remembers to correctly set the serviceProviderId.

Expected behaviour When lpms-cli uploads the metadata, it should correctly set the serviceProviderId to eliminate the possibility of this error.
