This update introduces the possibility of uploading raw (unsigned) metadata to the lpms-server.
Feature flow:
user creates a raw Facility metadata file. See details in ./packages/lpms-cli/README.md
user uploads metadata using the CLI command: lpms storage --metadata ./facility.bin and gets in exchange the CID of uploaded SIGNED metadata
