[Bug] 在工作区笔记存在时从文献右侧笔记点击笔记跳转链接无法打开相应的笔记工作区

• Zotero Version: 7.0.0-beta.83+066eda731 (64-bit)
• Plugin Version: 1.1.4-beta.80

Describe the bug

在没有打开笔记工作区的时候，我在文献右侧笔记里点击另一篇笔记的跳转链接，例如[笔记](zotero://note/u/GPHK9IN6/?line=23)，会打开目标笔记的工作区，并定位到指定行，但是如果已经存在了一个笔记工作区，则点击后没有反应，日志里输出ItemPaneManager: 'paneID' must be unique
