chore: bump all deps

• Bump husky and lint-stage major versions, update related configurations
• Bump prettier to v3, run prettier (trailing comma change)
• Add eslint, configure it with antfu/eslint-config (stricter, but more useful), which contains:
  • eslint/js recommend +
  • Force the use of === instead of ==
  • typescript's eslint-config
  • Import and export sort
  • JS Doc checking
  • other: https://github.com/antfu/eslint-config
  • -> prompt module is ignored, because I really don't know how to fix it
• Bump node required to 18, because 16.x is EOL

If you think eslint is unnecessary, I can revert the relevant changes.

We can even have eslint take over the code formatting if you think it's necessary.
