Add new method stopPoll #331

Hi, can add new method "stoppoll" to stop poll, pls In my case now I use web link from telegram bot api, it's not comfortable to use it: _"https://api.telegram.org/bot****/stoppoll?chat_id=-123&message_id=111"_

pls, add this method: https://core.telegram.org/bots/api#stoppoll
