KML NetworkLink enabled/disabled event #37

Similar to KMLLoaded event, this event would fire whenever a network link was 
loaded as its region activated. The event target could return a reference to 
the loaded kml

This would be useful for me, too, but I'd need some kind of bubbling -- I use 
hierarchical network links 
extensively, and what I'm really interested in is knowing when all available 
features for a given view have been 
loaded and displayed, which may involve 30 or 40 KML files triggering off of a 
single root.

I agree this would be a great user experience enhancement for our interfaces 
otherwise it's difficult to show the user what is going on

Without this providing rich UIs for the plugin is pretty tough. Does anyone 
have a workaround or anything close to showing when the link is refreshed? I 
would like to see something like this a lot!
