Add ZAMG/Geosphere Austria Stations #65

They provide a public API for accessing the 10 minute interval readings of their meteo stations all over Austria.

Edit: Keeping this here in case someone gets to it. I might start working on it once I find some time.

I checked some of the stations and I think they are not really well positioned for getting an accurate wind-speed/direction. Do you agree ?

It depends. Some of them, especially those on summits / at altitude are very usable. Around the area we refer to them regularly for wind readings for paragliding.

Maybe it'd be necessary to manually select ones that "make sense". Although probably having a few too many in there is probably a good thing.

I could start working either on the ZAMG/Geosphere Provider or LWD mentioned #72.

Question: Shall we separate the two and not use the combined Dataset from Lawinen.report (Link) as this is not the official source, mixes multiple sources and thus might break in the future? It would of course be more convenient...

Further comment: https://data.hub.geosphere.at/dataset/klima-v1-10min should not be used, as it is only updated once a day. Instead the resource-id tawes-v1-10min should be used (although this data does not guarantee the verification by the ZAMG/Geosphere, it's should be pretty reliable.
