Update `getUsers` api endpoint to allow filtering by interest

Description

• Update getUsers api endpoint to accept interest query parameters
• Example: query parameter for someone with skills in Looking to mentor would look like /api/getUsers?interest=lookingToMentor
• Validate parameters such that only accepted responses will be acknowledged

  • 123 for Interest

• Query the DB with parameters and return results. Suggestion: utilize INNER JOIN
• Reject request if it includes parameters that do not exist in the DB, for example interest=golf

Acceptance Criteria

• API endpoint returns only applicable users
• API rejects requests that contain non-approved parameters
