Automake fixes for Windows

Introduces some changes to allow easier compilation for Windows-targets/environments.

Summary of changes:

• Detect Windows compilation target (including cross-compile)
• Linker options for libiconv on MSYS, Cygwin and MinGW environments
• Enables GNU extensions in Cygwin
