From my understanding redistribution would imply you're hosting a copy and serving it to others. winepak downloads a copy from the source (https://ephtracy.github.io/) when the user runs the script on their machine. We don't keep a copy for users to download on the server. The same strategy is applied to scripts on flathub like Skype, Discord, Slack, etc...

It should be fine.
