staff leaving lobby may result in stale waitingqueue #279

Scenario:

  1. staff opens lobby
  2. care seeker enters chat
  3. staff leaves lobby
  4. wait till clean-up thread has run
  5. staff opens lobby again

Result: the client is in a waiting queue that is not tracked by the bot and has no related lobby. New logins are handled correctly
