"new" expressions should only show classes that are constructible in the current phase #2512

I tried this:

bring cloud;

new 
 //^

This happened:

Language server completion showed all classes within the cloud namespace (all phases)

I expected this:

To only be shown constructible classes within the cloud namespace.

Is there a workaround?

Always show phase-independent classes.

Otherwise, show only classes with a matching phase.
