Running Terraform in `wing test`

Feature Spec

Best practices for interfacing with downstream applications are considered.

For Terraform that would mean:

Use -input=false where applicable (plan / apply / destroy)
Use -json output for more resilient output parsing in plan, apply, destroy & version

For wing test consider -refresh=false to speed up iterations and destroy

For AWS CDK: TBD

Use Cases

Avoid weird issues in wrapped CLIs like Terraform or AWS CDK
