Run e2e tests without aws-cdk-lib #3400

With only a few exceptions like bring_awscdk.w, most Wing programs in our test suite don't require aws-cdk-lib to be installed. To prevent future incidents like #3399, we should validate that all of the non-awscdk-based examples can be compiled and tested without aws-cdk-lib installed. Examples that require aws-cdk-lib to be installed can be annotated with a flag or put in a separate folder.
