Expose the ELK Configuration to the UI #3612

The ELK algorithm that the Console uses has such an extensive list of configuration options. I believe there may be some interesting options that we don't use and may improve the map layout.

The proposal is to expose all of the ELK configuration options in a UI form somewhere in the Console, even if it's only in development mode. A tab in the bottom section, along with the logs, may be a good place to have this form.

This will allow rapid prototyping of different configurations and help us improve our layout.
