Benchmark bundle size changes on every PR #3688

It would be interesting if we had a bot that reports bundle size changes in Pull Requests. CLI packages such as winglang, @winglang/sdk, @winglang/compiler, etc aren't that important, but the Console packages are (because they are run in the browser). Console packages directly affect TTI for the learn and play projects.

Overall, it's of everybody's interesting to keep our bundles reasonably small.
