making tf-azure a stable platform

Use Case

There is great value in the multi-cloud offer, but can we say so if it's not tested and proven? We need to make tf-azure a stable platform- check why tests that used to pass are failing now, and stabilize them. When the tests are stabilized we can move Azure to the stable-platforms list on the SDK-spec-tests action, so a failure will fail to deploy a version, and the compatibility matrix will be updated accordingly.
