Enabled dom.webgpu.enabled and gfx.webrender.all, tried TF.js 3.11.0 … #171

…with 0.1-alpha.11 and got a note that webgpu wasn't loaded even after awaiting tf.ready(). Maybe try again later or see if some weird version mismatch.
