Update to microsoft/setup-msbuild v2 #3

microsoft/setup-msbuild@v1 uses node16 which is deprecated; v2 claims to change no functionality, only upgrading to node20[1].

I wanted to run a test build, but that doesn't work for PRs. I'm going to push a new branch to winlibs instead, and start working there.
