8 months ago .4116 is Insider Preview (Release Preview Channel) which SI team doesn't want to support. SI works fine on Windows 10 IoT Enterprise LTSC 2021 19044.4046.

To be clear, it's not that we don't want to support it. It's simply too much of a time investment with our current tooling. I am working on better automation to fill that gap.
