Feature Request: Translation support #302

Whether to consider the language file external, easy to add multiple languages

I am willing does localization for Simplified Chinese and some internationalization refine, and also tried to translate the existing .rc file. But it looks like the project are not i18n ready, many strings are hard-coded from the code (all of L"), and many labels are out of space. I lack the knowledge to reliably and quick make i18n for the project.
