the UNKNOWN dome reply is causing sequences to be aborted unnecessarily #118

it's relatively rare, but still happens maybe 0-3 times per night. if it happens during long dither set it really causes a lot of badness.

extend the timeout to something really long? or just abandon it.

This has been basically muted, and any UNKNOWN returns from the dome are ignored. Operations have been fine since doing this, though we are somewhat more susceptible to dome failures by not keeping closer track of this.
