Add the full ODbL license #12

Hi,

The full text of the license needs to be stated clearly to avoid ambiguity, in the exact way as it is published on the official website. Without this disambiguation, ODbL will not recognized and applied correctly. This change will also allow make the license fully parsable, for machine-readable purposes.
