Partition document uploads to avoid a 32k document limit on a single directory

We've hit the 32k inode problem with biocache and BVP and will probably hit it 
with Fieldcapture/ecodata.
If we can add document partitioning of the uploaded docs before going live then 
it'll make life easier.

Suggest partition by year-month of upload, or something simple.
