Add ability to change the colour of a polygon area layer #577

Currently, area layers are coloured red and only opacity can be altered. The 
work-around is to export-import each area as a shape file and then use 
colouring.

The ability of have a legend that allowed the same colouring options as point 
layers would be helpful for common scenarios, as requested by users.

For example, create a map of a region of Australia with SELECTED IBRA regions 
all differently coloured.

Added to dev with the in-progress cleaned up SP.  Applies to Environmental 
Envelopes, selected map polygon areas and areas mapped from the gazetteer list.
