New user role - Read-only FC_ADMIN

Note following urgent request from DoE on behalf of the Minister's office:

Hi Peter

As discussed - I have discussed with our Branch Head and we would appreciate if 
you could create a ‘read-only’ role in MERIT for users who need to view 
projects but not edit (e.g. Minister’s advisor). 

It would be good to get this up and running as soon as possible - could you 
please give me an indication on how long this may take so that we can let the 
Minister’s advisor know when to expect access. We will arrange registration 
for her once the role has been developed.
