Standardised external config for alaspatial, layers-service, webportal #636

Support for the standardise on the following path for external config for all 
apps:

/data/<app-name>/config/<app-name>-config.properties

The external config should contain environment specific properties such as 
database URLs etc.

Easiest to do i imagine for alaspatial and layers-service, less so for 
webportal which currently relies on an XML document(s).

On dev for actions, alaspatial, layers-service, layers-store, webportal.  

Need to add vaildation for urls and local file paths.
Need to add more comments explaining what the properties are.
Need to put them on svn.
