I think its well documented that people find it hard to discern between more
than 20 colours (and 10% of males are red-green colour blind).
Whats the suggested fix ? Reuse of colours ?

Re-use of colours would be better than one colour block at the tail. I'm unsure
what palette is available and what granularity is possible. I thought Adam had
previously handled this as this 'brown block' is new to me.

Previously the number of facet values was limited in SP - hence you didn't see
the brown block.

First handling of this was the grouping each class >30 under 'Others'.
Not reusing colours means that you have a hope (though rather small) of
distinguishing the larger classes on the map.
Reusing colours means that you have no hope of distinguishing any class.
Especially when classes are in the thousands.
There will always be the issue of overlapping points on the map that hide
classes from being displayed.
The current approach to address the limit of distinguishable colours and
overlapping points is to highlight selected classes on the map.
