Migrations sometimes don't work #14

Describe the bug

Sometimes migrations will just never start. It doesn't matter if the nodes are in the same DC or the other side of the world.

After hundreds of migrations, it seems totally random.

Expected Behavior

Migrations that actually migrate.

Actual Behavior

Migrations that don't migrate.

This is likely unfortunately an edge case with the current daemon and difficult to diagnose. Will need more data to conclude the primary causes of migrations stalling.
