Bump pnpm/action-setup to v3 to fix the following warning:

Node.js 16 actions are deprecated. Please update the following actions to use Node.js 20: pnpm/action-setup@v2. For more information see: https://github.blog/changelog/2023-09-22-github-actions-transitioning-from-node-16-to-node-20/.

So, I gotta mention the people in charge of this repo to see if this can get any follow-up. Without it, I have to just grab the guts of this and build my own YAML to publish to GitHub.

Can @natemoo-re or @readonlychild or @zettca or @thinca or @delucis or any other names popping up when I use @someone take a look at this? I'm not sure who "owns" or is maintaining this repo on the Astro team, so apologies for the spam.
