chore: update biome to the latest #183

Changes

updates Biome to the latest
removes a bunch of stuff from .eslint.js that isn't needed, such as some overrides and configuration
turned off some rules from eslint because Biome can take care of them
Biome ships with some nice lint rules, for example, a rule that forces to use of the node: protocol in the code base
There are still some places where were we use any. I changed any to unknown to some places, mostly waitUntil functions. Others are kept and I suppressed the rules
I turned off the rule noConsoleLog

Testing

Tests should still pass
