Pin dependencies in pangocairo. #41

At the meetup today people who were attempting to build scaffolding for the first time ran into transitive dependency conflicts because of this. I hadn't noticed myself because (if I understand correctly) my local Cargo.lock was pinning to the pre-March 15th release versions of the various gtk crates.
