Document NTP #20

Add a section to the documentation about NTP and time synchronization.

I guess the place for this would be in the Operator Docs section. There we could explain how critical is for a node running the protocol to have access to a reliable UTC clock and therefore the NTP server(s) in the configuration need to be chosen wisely.
