This PR includes an implementation of ECVRF using the openssl library.

VRF specification described in VRF-draf-04
Nonce generation algorithm defined in RFC-6979

This library currently supports the following ciphersuites:

_P256_SHA256TAI: NIST P-256 curve with sha256
_K163_SHA256TAI: NIST K-163 curve with sha256
_SECP256K1_SHA256TAI: secp256k1 curve with sha256
