determine offshore wave boundary based on relation waves and wind on deep water HKV 2010, Diepwaterrandvoorwaarden WTI-2011 (ELD, EUR, YM6, SCW en SON)

implemented inter and extrapolation for the westerschelde for the waddenzee we will need to implement 2 offshore stations, to be continued
