Unable to set a best answer in custom permission tags

In permissions set to admin only:

• Select best answer (own discussion)
• Select best answer (not own discussion)

Create a custom permission for any tag, then select a group to be able to set best answer, both own discussion and others.

Observe that BA cannot be set by anyone other than admin
