allow building declarations from a local docs repo #24

running LOCAL_DOCS_REPO_PATH =my-path yarn build will use the local path for wix-code-repo instead of cloning it.

this will allow us running tests such as: https://github.com/wix-incubator/corvid-types/pull/24
