Busy-wait for activity on getLaunchArgs() #7822

Following the Android changes in Detox 20.14.0 -- we've seen some instabilities related to getting launch arguments, as explained.

This should introduce a fix similar to what's been done for react-native-launch-arguments.

TODO:

[x] Implement
[ ] Add e2e test that proves the fix works

UPDATE:

There's reason to believe this could be an issue with just RN .71, specifically.
