Users in Egypt seem to fail to register (for a certain period of time) #912

In a production environment with users in Egypt, we see some odd behaviors. When our app registers for push notifications when used in Egypt, we get a "Failed to register device", though it seems to actually provide user notifications either way.

I was originally thinking it may be an issue with how Google services the country, but I'm not entirely sure.

Does anyone have any insight? Thanks!
