fix(create-stylable-app): compat with ts@5.0+ #2838

regenerated tsconfig.json using ts@5. adjusted values a bit:

target is es2020 (instead of es2019)
lib now also includes dom.iterable, and matches target with es2020
eol defaults to lf
importsNotUsedAsValues got replaced with verbatimModuleSyntax
noImplicitOverride is also set
